David Youck was webmaster of judicial community sites David A. Youck of Onarga, an associate judge of the 21st Circuit in Watseka who developed and maintained a Web site for the Illinois Judges Association, died Oct. 12 at age 56 in his home of cancer. Referred to as a "community Internet guru" by the Champaign-Urbana News-Gazette, Mr. Youck was the webmaster for dozens of home pages for churches and other not-for-profit organizations in Ford and Iroquois Counties. His own site, http://fordiroq.prairienet.org, contains extensive links to legal, governmental, educational and civic resources. A 1975 graduate of the University of Illinois College of Law who had a master of arts degree in classics, Mr. Youck had served with the Army Military Police Corps in Vietnam. He practiced law with Wilber & Youck in Colfax until 1978, when he relocated to Onarga. He had been Iroquois County public defender for seven years when he was appointed to the bench in 1995. He was secretary-treasurer of the Iroquois County Bar Association. President of the Onarga Chamber of Commerce for 10 years, Mr. Youck was named Citizen of the Year in 1998. In addition to compiling and speaking about local history, he portrayed Abraham Lincoln at community events and repainted the downtown Princess Onarga mural each year. Mr. Youck served on the Illinois Judicial Conference Committee on Automation and Security and the Special Supreme Court Committee on Courtroom Security, and he wrote opinion summaries for Illinois Court Reports, a Web site he helped create with the Supreme Court reporter of decisions. William Cowlin, first elected McHenry County prosecutor Crystal Lake attorney William J. Cowlin, who became the first elected state's attorney in McHenry County, died Oct. 23 at age 72 of pulmonary fibrosis in the Memorial Medical Center, Woodstock. A 1956 graduate of the University of Michigan Law School, Mr. Cowlin was Crystal Lake city and park district attorney from 1959 until 1968, when the increased county population justified creating the full-time office of state's attorney. He had worked for the part-time state's attorney for four years. Mr. Cowlin was elected to three terms as county prosecutor from 1968 to 1979. He served on the board of the McHenry State Bank from 1964 to 1997, and was its chair, and was director emeritus of First Midwest Bankcorp. Survivors include a son, Chicago attorney William J. Cowlin Jr., and two brothers in Crystal Lake: retired judge Henry L. Cowlin and John L. Cowlin of Cowlin, Naughton, Curran & Coppedge. F. Martin Belmore Chicago attorney Frederick Martin Belmore, a former international tax partner in Mayer, Brown, Rowe & Maw, died Sept. 5 at age 60 in the Palliative Care Center and Hospice of the North Shore, Skokie, after a cerebral hemorrhage. A 1970 graduate of Harvard Law School who had studied economics at University College of Oxford University, Mr. Belmore first practiced with a New York City firm. He soon joined Mayer, Brown & Platt and became partner in a year. He retired in 1999. A descendant of Richard Henry Lee, a founding father who signed the Declaration of Independence, and King Edward I, Mr. Belmore vacationed yearly in England. Elmer Bour Retired Monmouth attorney Elmer Francis Bour died Oct. 13 at age 91 in his home. A 1941 graduate of the University of Illinois College of Law, he served in Army Counterintelligence during World War II. Mr. Bour had a private practice in Lincoln before relocating to Monmouth to join his father-in-law, John J. Ryan. From 1958 to 1998 he had a solo practice. Russell Brown Retired corporate attorney Russell L. Brown of Wilmette died in October at age 90 in Mather Place. He was an officer of Standard Oil of Indiana from 1940 to 1976. Ross Canty Retired Wenona attorney Ross Morris Canty died Sept. 28 at age 84 in the Illinois Veterans Home at LaSalle. A 1952 graduate of the Northwestern University School of Law, he served in the Navy in the Pacific during World War II. Brian Carter Brian J. Carter of Peoria, a 1975 graduate of the University of Illinois College of Law, died Sept. 23 at age 50 in his home. Mr. Carter practiced in Racine and Milwaukee, Wis., before moving to Peoria in 1977. He also was a legal editor for West Publishing Co. Robert Clementi Park Ridge attorney Robert S. Clementi, a partner in DiMonte & Lizak since 1981, died Oct. 30 at age 79 of pneumonia in Advocate Lutheran General Hospital. A 1951 graduate of the DePaul University College of Law, he practiced with his father for 30 years. Mr. Clementi was president of the Justinian Society of Lawyers in 1956-57 and national commander of the Italian American War Veterans in 1975. He was an Army Air Corps cadet during World War II. Milton Cohen Milton H. Cohen, a retired partner in Schiff, Hardin & Waite who lived in Glencoe and Chicago, died Oct. 30 at age 93 of pneumonia after a fall in his Pennsylvania retirement community. The son of a Milwaukee attorney, Mr. Cohen graduated in 1935 from Harvard Law School and joined the legal staff of the new Securities and Exchange Commission. From 1943 to 1946, he was director of the SEC Public Utilities Division. Relocating to Chicago in 1947, Mr. Cohen joined Pam, Hurd & Reichmann, which became Schiff Hardin. He was asked by the SEC in 1961 to supervise a study of American securities markets that resulted in publication of a six-volume work. Mr. Cohen participated in creation of the Chicago Board Options Exchange in 1970 and served as special counsel to the CBOE and the Chicago Stock Exchange. He was corporate secretary of the Chicago White Sox in 1959. He retired from the law firm in 1988 and moved to Haverford, Pa. Survivors include a son, Louis R. Cohen, an attorney in Washington, D.C. Mark Curran Mark Cooney Curran of Lake Forest, a retired partner of Sidley & Austin, Chicago, died Oct. 21, at age 80 in his Naples, Fla., home. He had been treated for brain cancer. After Navy service during World War II, Mr. Curran graduated in 1950 from the Northwestern University School of Law. His legal career included work for the National Labor Relations Board, the Pittsburgh Plate Glass Co., and Montgomery Ward. He joined Sidley & Austin in 1977, became a partner in 1978 and retired about 10 years ago. Mr. Curran sponsored a scholarship annually at St. Ignatius College Prep, where the school switchboard is named in his honor. Cara Dunne-Yates Massachusetts attorney Cara Dunne-Yates, formerly of Chicago, died Oct. 20 at age 34 in her home of cancer, a disease she had battled since it caused her the loss of sight at age 5 (see Hearsay). With the help of her stepfather, Chicago attorney Richard E. Zabelski, Ms. Dunne-Yates learned to ski at age 8 and won several medals in national and international competition. She also was a successful competitive tandem bicyclist. After a successful campaign to require the Law School Admissions Council to provide the Law School Admissions Test and materials in Braille, Ms. Dunne-Yates graduated in 1996 from the University of California-Los Angeles Law School. Co-president of the New England Retinoblastoma Family Foundation, she was a member of the International Scholar-Athlete Hall of Fame. She received a Carpe Diem Award from the Lance Armstrong Foundation and a True Hero of Sport Award from Northeastern University in Boston. John Egan Assistant Cook County state's attorney John Francis Egan of Chicago died Oct. 11 at age 58 in his home. He had been treated for heart ailments during the past two years. A 1973 graduate of night classes at the DePaul University College of Law, Mr. Egan practiced with a downtown firm before several years as in-house counsel for the Chicago Motor Club. Herbert Hansen Herbert H. Hansen, a retired partner in Chapman and Cutler, Chicago, died Oct. 24 at age 78 in the Moorings Retirement Home, Arlington Heights. A 1952 graduate of the DePaul University College of Law, Mr. Hansen was with Chapman and Cutler for more than 30 years. A longtime resident of Park Ridge, he had a private practice in Woodstock. Colin Higgins Retired Chicago and Berwyn attorney Colin O. "Buck" Higgins, known as "The Senior Counselor of Cermak Road," died Oct. 15 at age 86 of pneumonia in St. Mary's Hospital, Madison, Wis. He also had a law practice in Green Lake, Wis. A 1948 graduate of the Northwestern University School of Law, Mr. Higgins had been an Army Air Corps pilot during World War II. Survivors include a daughter, Madison attorney Coleen C. Higgins. Noel Kaplan Retired corporate attorney Noel Kaplan of Northbrook died Oct. 24 at age 66 in Glenbrook Hospital of a heart attack suffered after playing tennis at the Northbrook Racquet Club. A certified public accountant who graduated from the University of Chicago Law School, Mr. Kaplan began his career as a lawyer and accountant for Hart, Schaffner & Marx, where he became general counsel for the Retail Store Division in 1969. In 1973, Mr. Kaplan joined the McDonald's Corp. as associate general counsel in Oak Brook. In 1979, he was named southeast zone manager and four years later he moved into international operations. During the mid-1990s, he concentrated in the Asia and South Pacific market and introduced McDonald's restaurants into China, Indonesia and Korea. He retired in 1999 as senior vice president and international relationship partner. Mr. Kaplan had been an adjunct professor at the Northwestern University Kellogg School of Management since 2002. Paul Kessler Retired Chicago attorney Paul Thomas Kessler Jr. died Oct. 12 at age 86 in his Carmel Valley, Calif., home. Prior to graduating from the Loyola University School of Law in 1947, he received a master's degree in business administration and was a manager with Arthur Andersen & Co. In 1947, Mr. Kessler joined Winston, Strawn, Smith & Patterson. He was executive vice president of Beatrice Foods Co. from 1966 to 1976 and president of the L. E. Meyers Co. from 1981 to 1984. C. Kevin McCabe Chicago aviation and railroad defense attorney C. Kevin McCabe of Lord, Bissell & Brook died Oct. 11 at age 51 in his Winfield home of renal cell cancer. After receiving a pilot's license and a degree in aeronautical and astronautical engineering, Mr. McCabe worked for McDonnell Aircraft Co. in St. Louis before becoming chief aerodynamicist for the Vetter Fairing Co. in Rantoul. A 1978 graduate of the University of Michigan Law School, he joined the Lord, Bissell & Brook aviation division that year and subsequently moved to litigation of transportation cases. Mr. McCabe served for several years on the board of the Illinois Railway Museum in Union and was a past president. He wrote four textbooks on computer programming and was working on publication of "Steam Locomotive Fundamentals." J. Theodore Meyer J. Theodore Meyer of Chicago, an attorney who served for 14 years in the state legislature, died Oct. 3 at age 68 in Rush University Medical Center. He was diagnosed with Parkinson's disease in 1971. |
