22nd Circuit - As authorized by previous legislation, this new circuit contains only McHenry County, which has been divided into four subcircuits and a resident county judgeship added.

ALJ chief is named

Springfield attorney Dean W. Jackson has been appointed chief administrative law judge of the Illinois Commerce Commission Transportation Division to assign and hear cases in Chicago and Springfield.

A 1983 graduate of the Southern Illinois University School of Law, he is a barrister of the Lincoln-Douglas Inn of Court.

Retirements announced

Members of the McHenry County bench and bar recently honored Presiding Judge Ward S. Arnold with an evening of toasts and roasts to celebrate his retirement after 20 years of service.

Appointed an associate judge of the 19th Circuit in 1984, Arnold was elevated in 1996 to the resident judge position that Susan F. Hutchinson held when she was elected to the Appellate Court.

Arnold was elected to the circuit bench later that year, and in 2003 succeeded Michael J. Sullivan as presiding county judge.

Resident Sangamon County Judge Donald M. Cadagin has announced that he will retire from the 7th Circuit bench on July 1. He was elected in 1994 after 17 years as a county prosecutor and defender.

Cadagin was an assistant state's attorney from 1973 to 1977 and a part-time public defender until 1980, when he became first assistant to State's Attorney J. William Roberts. In 1986, when Roberts was appointed U.S. attorney, Cadagin succeeded him.

Homer gets ethics post

Retired appellate justice and former state legislator Thomas J. Homer of Naperville has been appointed the first inspector general of the Illinois General Assembly as part of recently enacted ethics legislation.

Homer served in the House of Representatives from 1983 to 1995 and chaired the House Judiciary Committee for six years. He was elected to the Appellate Court in 1996. He is a past president of the Fulton County Bar Association.

New associates are appointed

Lake County attorneys Nancy Schuster Waites of Waukegan and Charles D. Johnson of Gurnee were installed Feb. 4 as associate judges on the 19th Circuit.

Waites, who was an assistant Lake County state's attorney for 11 years and chief of the Child Support Division, replaces Terrence Brady, who retired Dec. 31. She is a 1986 graduate of The John Marshall Law School.

Johnson, previously a partner in Magna & Johnson, fills the vacancy caused by the retirement of John Radosevich. A former assistant state's attorney, he is a 1986 graduate of the Valparaiso University School of Law.

Richard A. Brown of Schuwerk, Brown & Arbeiter, Chester, was installed Dec. 29 as an associate judge of the 20th Circuit. A 1974 graduate of the Southern Illinois University School of Law and former public defender, he fills the vacancy that resulted when Circuit Judge Jerry D. Flynn retired.

Associate Judge William A. Schuwerk Jr. was appointed to Flynn's former position as resident circuit judge of Randolph County.

Bloomington attorney David W. Butler, a former assistant public defender who also has rperesented many clients pro bono, was installed Jan. 5 as an associate judge of the 11th Circuit.

A 1980 graduate of the Southern Illinois University School of Law, he received a master's degree in history from Illinois State University in 1986.

Seminars

Malpractice, risk management sessions planned Feb. 23-25

A two-part, three-day Legal Malpractice and Risk Management Conference will take place Wednesday through Friday, Feb. 23 to 25, at the Westin River North Hotel, Chicago.

Risk management sessions on Thursday and Friday include vicarious liability protection and limitations for LLP, LLC and PC entities; multi-jurisdictional practice; mandatory insurance, registration and client disclosure; conflict and adverse representation screening, and handling inadvertently produced of obtained privileged documents.

Speakers include J. William Roberts, managing partner of Hinshaw & Culbertson; ISBA past president Cheryl I. Niro of Quinlan & Carroll; James J. Grogan, chief counsel of the Attorney Registration and Disciplinary Commission, and Susan J. Hackett, senior vice president and general counsel of the Association of Corporate Counsel.

Niro and Grogan serve on the ISBA Special Committee on Ancillary Services, along with additional speakers Anne E. Thar of Winston & Strawn and William J. Campbell of Piper Rudnick.

Chicago Bar/Foundation

"Can Lawyers Find Happiness and Reward in Retirement," a special program for lawyers of ages 55 and up who are planning to retire from active practice, will be conducted from 8:30 to 11:30 a.m. Wednesday, Feb. 23, at the Northern Trust Co., Chicago.

Speakers will discuss mental and physical preparation for retirement, health and long-term care insurance, investment management, tax and estate planning, pro bono opportunities, travel and recreation.

Easterbrook keynotes symposium

Judge Frank H. Easterbrook of the U.S. Court of Appeals for the 7th Circuit will deliver the 2005 Niro, Scavone, Haller & Niro Distinguished Lecture during a luncheon Friday, April 15, at the University Club of Chicago.

The presentation is a feature of the sixth annual symposium conducted by the Center for Intellectual Property and Information Technology (CIPLIT) at the DePaul University College of Law.

Titled "Intellectual Property Licensing by the Dominant Firm: Issues and Problems," the CIPLIT symposium will take place from 8:30 a.m. to 6 p.m., with the luncheon and Easterbrook's lecture at 12:45 p.m. A pre-symposium banquet will be held Thursday, April 14, at the Union League Club of Chicago.

Two academic panels and one practitioner panel are planned in the exploration of antitrust risks posed by differing and conflicting decisions from regulators and courts around the world.
