HB 466 - Civil Service/Examine Juvenile Records
Amends provisions of the Juvenile Court Act of 1987 concerning the confidentiality of law enforcement records and juvenile court records relating to minors. Provides that nothing in those provisions prohibits a Civil Service Commission or appointing authority from obtaining and examining those law enforcement and juvenile court records concerning arrests or delinquency adjudications of an applicant for employment with a fire department.

HB 1365 - Decertification of Police Officers Convicted of Felonies
Amends the Illinois Police Training Act. Provides for the decertification of police officers convicted of felonies and certain misdemeanors. Makes other changes regarding the Department of State Police.

SB 251 - Managed Care Reform and Patient Rights Act
This proposal establishes information and quality of care standards that a patient must receive and requires health care plans to disclose information about benefits, coverage and grievance procedures. Bans "gag" clauses in managed care contracts that lead to doctors not presenting all treatment options. Establishes requirements for access to specialists. Requires health plans to have a consumer advisory committee. Adds a new section to the Illinois Municipal Code (65 ILCS 5/10-4-2.8) to require municipal self-insured managed care and health care coverage to comply with the procedures in this Act. Amends the State Mandates Act to provide that no reimbursement of added costs is required from the State. Will appear at 215 ILCS 134/.

SB 804 - Group Insurance For Municipal Employees and Dependents
Amends the Illinois Municipal Code. Provides that municipalities may obtain group insurance for employees and their dependents through an intergovernmental joint self-insurance pool.

SB 856 - Pension Code - Firefighters
Contains several pension benefit changes for Downstate Firefighters and are benefit changes for Downstate Policemen. The bill also contains a pension benefit for the Downstate Police that will incrementally increase the minimum pensions for disabled policemen, retirees and surviving spouses at the same rate as negotiated with the firefighters. The estimated fiscal impact for the police benefit as calculated by the Pension Laws Commission is .19% of payroll. The total Pension Laws Commission cost of the legislation expressed as a percentage of payroll is 1.7%. Of this total, employers will be required to contribute 1.496%.
