SB 149 - 9-1-1-Private Business Switch System
Amends the Emergency Telephone System Act. Deletes provisions concerning the provisions of private business switch service 9-1-1 service after June 30, 1996. Provides that after June 30, 2000, or within 18 months after enhanced 9-1-1 service becomes available, any entity that installs or operates a private business switch service and provides telecommunications facilities or services to businesses shall connect the system to the public switched network in a manner that calls to 9-1-1 result in automatic number and location identification. Sets requirements for location identification for various buildings. Allows exemptions from the location identification requirements for certain buildings. Requires the Illinois Commerce Commission to adopt rules to administer the new provision not later than Jan. 1, 2000. Provides that health care facilities are exempt from the location identification requirements if the facilities are staffed with medical or nursing personnel 24 hours per day and if an alternative means of providing information about the source of an emergency call exists.

SB 206 - Local Emergency Energy Plan
Amends the Illinois Municipal Code. Provides that a municipality may adopt a local emergency energy plan ordinance that requires any electric utility (1) that serves more than 1,000,000 customers in Illinois, and (2) that is operating in the municipality to submit a local emergency energy plan for dealing with controlled rotating outages to the municipality. Requires certain information to be included in the local emergency energy plan. Requires the electric utility to give the municipality notice before the utility implements the plan. Allows a municipality to assess civil penalties for violations of the local emergency energy plan ordinance. Limits a municipality's liability for actions resulting from (1) a decision to adopt or refrain from adopting a local emergency energy plan ordinance, and (2) acts or omissions under the terms of or information provided in a local emergency energy plan. Amends the Freedom of Information Act to exempt information contained in a local emergency energy plan from the provisions of the Act.
