A posthumous honoree who died in June 1999, Allen Bock was an internationally respected University of Illinois professor of agricultural tax law who received several awards as an educator. He founded the school's Farm Income Tax School in 1970 and was co-author of its widely used workbook until his death. A 1968 graduate of the University of Illinois College of Law who marched with the Illini band in the 1964 Rose Bowl, Bock chaired the ISBA Agricultural Law Section Council in 1994-95 and continued as newsletter editor for two years. He was a founding board member of the Illinois Farm Legal Assistance Foundation, serving from 1986 to 1994. Active in the community, Bock was president of the Fisher School Board for five years and a member of the Champaign County Zoning Board of Appeals for several years. He was a breeder and exhibitor of Aberdeen Angus cattle. William F. Costigan A partner in Costigan & Wollrab, the Bloomington founded by his father in 1917, Bill Costigan served on the ISBA Board of Governors from 1985 to 1991 and chaired the Committee on Judicial Advisory Polls from 1964 to 1966. He was president of the McLean County Bar Association in 1976. A 1951 graduate of the University of Illinois College of Law, Costigan has served on Inquiry and Hearing Boards of the Attorney Registration and Disciplinary Commission for more than 20 years, and chaired the Review Board. He also was a member of the Character and Fitness Committee. A Charter Life Fellow of the Illinois Bar Foundation, Costigan is a Fellow of the American Bar Foundation and the American College of Trial Lawyers. He is a longtime trustee of his church and active member of many community initiatives. F. Dennis France A posthumous honoree who died in June 2000, former ISBA Assembly member Dennis France was "a quiet leader (and) a beacon who set high standards of conduct and professionalism," mainly in the contentious field of domestic relations, said Andrea M. Schleifer, who nominated him. A former partner in Howard, Howard & France, Skokie, France was a past chair of the ISBA Family Law Section Council and CBA Matrimonial Law Committee, and a member of the Alternative Dispute Resolution Section Council, the Task Force on Domestic Violence and the Committee on Legislation. A 1957 graduate of the DePaul University College of Law, France was a past president of the North Suburban Bar Association and former secretary of the Illinois chapter of the American Academy of Matrimonial Lawyers. He received the chapter's Samuel S. Berger Award in 1992 for his integrity, courtesy, knowledge of family law and ability to resolve human problems. H. Joseph Gitlin A partner in Gitlin & Gitlin in Woodstock, where he was mayor from 1973 to 1977, Joe Gitlin was president of the McHenry County Bar Association in 1970. Chair of the ISBA Family Law Section Council in 1977 and vice chair of the Task Force on Family Law in 1987, he is a nationally known author and lecturer on divorce, adoption and surrogacy. A 1959 graduate of the DePaul University College of Law, Gitlin has been an appellate law clerk, a county public defender for nine years and a high school board member. He served on the board of the Illinois chapter of the American Academy of Matrimonial Lawyers for six years, and chaired American Bar Association committees on adoption, surrogacy, and reproduction and genetic technology. Gitlin is the author of "Adoption" for Callaghan, "Illinois Matrimonial Law System" and "Child Custody Litigation" for IICLE, and "Gitlin on Divorce: A Guide to Matrimonial Law" for Butterworth. He publishes a bimonthly report on Illinois family law opinions. Harold W. Hannah A posthumous honoree who died in November 2001, Hank Hannah was an agricultural law faculty member at the University of Illinois and Southern Illinois University for 60 years. He was a founding member of the American Agricultural Law Association and the first vice president of the American Veterinary Medical Law Association. A 1935 graduate of the University of Illinois College of Law, Hannah served with distinction during World War II as a major in a parachute infantry battalion. He parachuted behind enemy lines on D-Day in 1944 and was wounded in Holland. He received the Legion of Merit, the Croix de Guerre and the Purple Heart. The author of "Law on the Farm" and a monthly legal brief for the Journal of the American Veterinary Medical Association, Hannah was instrumental in the development of agricultural law curriculums in India, Pakistan and Nigeria. Jerald E. Jackson A partner in the Decatur firm of Samuels, Miller, Schroeder, Jackson & Sly since he graduated second in his class in 1949 from the University of Chicago Law School, Jerry Jackson was president of the Decatur Bar Association in 1981-82 and also of the Decatur Lions Club. Jackson served on the Illinois Supreme Court Committee on Pattern Jury Instructions from 1973 to 1994 and the Committee on Character and Fitness from 1972 to 1995. A Fellow of the Illinois Bar Foundation and American Bar Foundation, he has been a board member of the Salvation Army and the Governor Oglesby Mansion. "A lawyer who is held in the highest regard in both the Decatur legal community and the community at large, Jerry Jackson is extremely well respected and his integrity is beyond reproach," said ISBA President Tim Eaton in his letter of nomination. Esther O. Kegan A posthumous honoree who died in February 2000, Esther Kegan was a partner in Kegan & Kegan, Chicago, and an intellectual property lawyer well-known for her participation in statewide initiatives and published articles on national and international issues. A member of Phi Beta Kappa, she was a 1936 graduate of the Northwestern University School of Law. A member of the ISBA Patent, Trademark and Copyright Law Section Council from 1981 to 1985 and past chair of the CBA Food, Drug and Cosmetic Law Committee in 1973-74, Kegan served on the Illinois Food, Drug, Cosmetic and Pesticide Laws Study Commission from 1965 to 1967 and the Illinois Comprehensive Health Planning Advisory Council from 1968 to 1973. "Esther Kegan transcended significant discrimination for years, steadfastly promoting the development of law and encouraging many, especially women, to enter the legal profession," said her son, Daniel L. Kegan, newsletter co-editor for the ISBA Intellectual Property Section Council. Terence F. MacCarthy The executive director of the Federal Defender Program for U.S. District Court in Chicago for 36 years, Terence MacCarthy had intended to serve only two years at the request of federal judge William J. Campbell, for whom he had been a law clerk. A 1960 graduate of the DePaul University College of Law, MacCarthy first showed his passion for teaching by joining the faculty at Chase College of Law in Cincinnati. He returned to Chicago, where he taught at night at The John Marshall Law School while clerking in U.S. District Court. He now has the distinction of having lectured in all 50 states. Chair of the ABA Section of Criminal Justice in 1988-89 and a member since 1982, MacCarthy received the ABA's Charles English Award in 2000, the Harrison Tweed Special Merit Award in 1987 and the Reginald Heber Smith Award in 1986. He serves on the boards of the National Legal Aid and Defender Association, the National College of Criminal Defense and the Illinois Attorneys for Criminal Justice. Ronald S. Miller A corporate lawyer with Miller, Shakman & Hamilton, Chicago, Ronald Miller "has been a strong and consistent advocate for human rights (and) protection of civil liberties," said ISBA past president Richard L. Thies. A 1955 graduate of the University of Illinois College of Law, Miller practiced in New York until he joined the Chicago firm in 1961 and became a partner in 1965. A member of the national board of the Lawyers' Committee for Civil Rights Under Law and past chair of its Chicago chapter, he received its first Edwin A. Rothschild Award for Lifetime Achievement in Civil Rights in 1997. He serves on the advisory board of the Illinois ACLU and is a past chair of the Human Behavior Institute of Rush-Presbyterian St. Luke's Medical Center. With Miller's leadership and encouragement, the law firm has received the ACLU chapter's 25th anniversary Civil Liberties Award and recognition from the CBA for outstanding commitment to the provision of free legal services to those in need. Daniel M. Moore Jr. Nominated by the Decatur Bar Association, of which he was president in 1994-95, Dan Moore has been a partner in Moore, Susler, McNutt, Wrigley & Root since 1958. Chair of the ISBA Elder Law Section Council in 1996-97, he received the General Practice Section Tradition of Excellence Award in 1996. A 1953 graduate of the University of Illinois College of Law who earned a juris doctorate in 1968, Moore has been president or chair of most of Decatur's community organizations and civic initiatives, including housing and economic development, transit, aging, education and religion. He was a delegate to the 1995 White House Conference on Aging and secretary to the Illinois Governors' Council on Aging in 1996. A cancer survivor, Moore spearheaded formation of the Central Illinois US TOO! Prostate Cancer Support Group and serves on its board. William C. Murphy A partner in the Aurora firm of Murphy, Hupp & Kinnally, Bill Murphy has made his mark as a trial lawyer in a number of landmark cases that adjudicated such issues as sovereign immunity, unfair competition, and reduction of tenured and non-tenured faculty in community colleges. A member of Phi Beta Kappa and 1948 graduate of Harvard Law School, Murphy was a Navy lieutenant in the Pacifis during World War II. A member of the ISBA Committee on Judicial Evaluations from 1982 to 1999, he is a former Aurora city attorney. He has served on the 2nd District Character and Fitness Committee since 1998, and on the Illinois Supreme Court Committee on Civil Jury Instructions from 1981 to 1996. "Were one to take a poll of the Kane County Bar, I am confident that many of the names that would regularly come up, as litigators held in high regard, would be persons who spent significant portions of their legal careers with Bill Murphy," said Timothy J. Reuland, one of many he has mentored.
Several seminar changes, additions made in spring Law Ed Series slate Several changes and additions have been made in the schedule of spring ISBA Law Ed Series seminars. Two Civil Practice and Procedure Section/Committee on Professional Conduct programs on trial practice tips have been rescheduled.
