Dist. Ct. did not err in granting defendants’ motion for summary judgment in section 1983 action alleging that defendants demoted him from his position as Commissioner of Streets and Alloys as retaliation for his support of Mayor during recent city election. Plaintiff’s Commissioner position, which required plaintiff to supervise day-to-day work in department, prepare annual $4 million budget and meet with Mayor to determine improvements to city streets, was policymaking position that allowed defendants to remove plaintiff because of his political affiliation.
