Record contained sufficient evidence to support Bd.’s denial of alien’s motion to reopen his immigration case in which Bd. had previously denied his asylum application based on claim that return to China would subject alien’s wife to forced sterilization, even though alien made new claim that return to China would subject him to persecution based on his Christian religion. While Bd. failed to provide adequate explanation for its denial, any error was harmless where alien’s proffered evidence established only in general terms that religious freedoms in China had deteriorated and did not show how said conditions had materially worsened since 1990 date when asylum application was initially denied.
