Public Utilities Act and ECS tariff authorized electric utility company and packaging company to negotiate specific terms and conditions of their contracts. As parties' contracts clearly grant packaging company the right to choose its electric service provider, including delivery service, after contracts ended, and do not place time limit on exercising this right, courts should not impose a time limitation.
