Dispute over proper amount of general state aid that should be paid to Plaintiffs, Boards of Education, under article 18 of School Code. Party seeking change of venue bears burden of showing that venue is not proper in county in which action was filed. Defendants failed to carry burden that venue was not proper in McHenry County, as factors supporting venue there are that Plaintiffs may have to present evidence as to McHenry County school attendance and district boundaries, cause of action arose equally in that county and elsewhere, and effects of governmental action or inaction will be felt there.
