Pharmacists sought declaratory and injunctive relief against public officials seeking to enforce administrative rule requiring pharmacies to dispense emergency contraception. Conscience Act applies to pharmacists and pharmacies, and prohibits enforcement of the current administrative rule at issue as to emergency contraceptives against these Plaintiffs. Court's injunction, enjoining Defendants from enforcing current administrative rule, is overly broad; appellate court orders that Defendants are permanently enjoined from enforcing current rule against Plaintiffs in a manner inconsistent with protections of Conscience Act. (STEIGMANN and POPE, concurring.)
