County Board granted siting approval for expansion of landfill. Citizens' group opposing landfill expansion did not sustain its burden on review to support its theory that Board's approval proceedings were fundamentally unfair. Financial benefit of landfill expansion and County's need for revenue to pay for a larger jail are not adjudicative facts and thus any Board member's consideration of financial impact is not relevant to siting approval.
