Illinois Labor Relations Board wrongly concluded that professional engineers with job title "senior public service administrator", employed at DPH, DNR, and EPA, were public employees and not supervisors, and thus were eligible for inclusion in collective-bargaining unit. Unrebutted evidence shows they use independent judgment to engage in several indicia of supervisory status, directing their subordinates in several functions, and they spend a predominate amount of time in supervisory functions.(TURNER and KNECHT, concurring.)
