ILRB properly certified Union as exclusive bargaining representative of about 116 employees of Secretary of State. Executive employees' status as top or second in command at drivers license facilities did not necessarily show that they spend a preponderance of their time supervising their subordinates. Generalized statements in their job descriptions and performance evaluations, rather than specific descriptions of how they use independent judgment to complete their tasks, were insufficient to prove that they act in a supervisory role when directing employees. Thus, Board properly found that Secretary failed to prove that Executives spend preponderance of their time in supervisory functions. (STEIGMANN and APPLETON, concurring.)
