Plaintiff sued county for negligence and willful and wanton conduct as to "mushy" and "bubbly" roadway condition, which led to his injuries in one-car accident. Court properly granted county's motion for directed verdict per Section 3-102(a) of Tort Immunity Act, at end of jury trial, as Plaintiff failed to prove that county had actual or constructive notice of defective condition of roadway.
