A primary election need only be held when a write-in candidate files the proper paperwork with both the relevant election authority and election official, in construing together Sections 7-5(d) and 17-16.1 of the Election Code. A write-in candidate who has filed her nominating papers only with the village clerk has not complied with the Code, and thus an election need not be held when only one other candidate has properly filed nominating papers.
