Sovereign Immunity
Complaints alleging violations of the State Officials and Employees Ethics Act can be heard in the circuit courts, rather than in the Court of Claims. The State of Illinois has waived immunity as to claims brought under Section 15-25 of the Ethics Act, and such claims are properly brought in the circuit courts of Illinois.
