Court properly entered judgment on the pleadings for plaintiff who submitted FOIA request to IDOT requesting Excel spreadsheet of IDOT' red light camera enforcement system, in doing research and writing for national report on effectiveness of red light camera technology. IDOT produced Excel spreadsheet only in locked version, but FOIA language is broad enough to require IDOT to produce unlocked electronic copy of Excel spreadsheet, to allow Plaintiff to fully exercise functions of Excel program. Court properly awarded Plaintiff $12,561 in reasonable attorney's fees and costs, as allowed by Section 11(i) of FOIA, (ROCHFORD and DELORT, concurring.)
