Candidate filed nomination papers for office of mayor as Democrat for consolidated primary of February 26, 2013, but withdrew his candidacy after objections were filed to candidacy. Candidate then filed nomination papers for same office as independent candidate for consolidated election of April 9, 2013. Objections were filed to that candidacy. Municipal Board of Elections for City properly refused to consider signatures after the maximum of 410 had been reached, which is a rational means of enforcing the statutory maximum. Election Code prohibition on circulating petition for independent candidates in addition to one political party applies to a given election cycle, whether a consolidated or general election cycle. Board correctly invalidated 56 signatures on petitions circulated by candidate where he previously circulated petitions for political party in same election cycle. (NEVILLE and HYMAN, concurring.)
