Plenary no-stalking, no-contact order was entered against city police officer for running surveillance camera on fellow police officer around her desk and office, and for placing GPS device on her car. Officer engaged in conduct which would cause a reasonable person to fear for her own safety or cause emotional distress. Stalking No Contact Order Act is not unconstitutional; it is not unconstitutionally vague, and does not violate equal protection or first amendment. The only speech prohibited by the Act are threats of violence or intimidation, which are not constitutionally protected. (McDADE and O'BRIEN, concurring.)
