Interlocutory appeal challenged court's denial of petition to preliminarily enjoin results of referendum reducing to five the number of elected aldermen in City. Referendum passed in general election, and voters elected five aldermen. Public interest exception to mootness doctrine does not warrant appellate court's review. Trial court's consideration was limited to rejecting a preliminary injunction, as Plaintiffs failed to establish irreparable harm or substantial likelihood of success on merits. Thus opinion from appellate court on trial court's opinion would not provide an authoritative determination of issues at heart of case. (PUCINSKI and MASON, concurring.)
