Petition for review of dismissal of police union's unfair labor practice charge. ALJ correctly looked to Illinois statutory definitions of "correctional facilities", and correctly concluded that juvenile detention center is not a "correctional facility", as nature of confinement is the critical ;distinction between juvenile detention center, where residents are awaiting adjudication, under a detention order, not an order of commitment. As supervisors in question do not work at a correctional facility, they do not meet definition of security employees and are not entitled to interest arbitration, and thus ULP charge was properly dismissed.
