Court properly dismissed petition for writ of mandamus and for declaratory judgment against county treasurer, clerk, and assessor, requesting order to recompute property tax bills and assessment. Plaintiffs failed to allege exhaustion of administrative remedies, and failed to allege that tax was unauthorized by law, and thus court lacked subject matter jurisdiction.
