Plaintiff association challenged constitutionality of 2007 Budget Act, as it transferred monies from Real Estate License Administration Fund into State's General Revenue Fund. Court properly dismissed complaint as Plaintiff lacks standing. Allegations that fund transfers caused higher regulatory fees and lack of sufficient Department personnel are insufficient to confer standing. Plaintiff association does not have standing as a taxpayer, as it has not alleged equitable ownership in Administration Fund. (POPE and TURNER, concurring.)
