(Modified 5/20/14.) City administrative hearing officer fined Plaintiff $1,050 for building code violations, and 11 years later Plaintiff challenged the fine, alleging that it had never been notified of proceedings. City had sent faulty notice of code violations to the property itself, and not to Plaintiff's registered agent or its business address, but nonattorney caretaker of corporate officer appeared at hearing. Representation of corporations at administrative hearings on matters requiring expertise of an attorney must be made by a licensed attorney. Administrative decisions served by mail must be appealed 35 days after the date the decision is placed in the mail. (HOFFMAN, concurring; CONNORS, concurring in part and dissenting in part.)
