Plaintiffs challenged state's retention of interest earned on property which had been held by state per Section 15 of Uniform Disposition of Unclaimed Property Act. No "taking", under the Fifth and Fourteenth Amendments, occurred by state retaining interest earned on property held in its custody under the Act.
