Congress meant for states to take an active role in directly restoring second amendment rights to those under federal firearms disabilities, or providing relief from those disabilities pursuant to standards of Section 925(c) of federal Gun Control Act. As Congress has given states broad powers to restore rights and grant relief from federally imposed firearms disabilities, the power to grant relief or restore rights to those who have lost them as a result of state misdemeanor convictions is necessarily implied. Relief from denial of FOID card, pursuant to statutory review, removes the federal firearm disability. (KILBRIDE and THOMAS, concurring; BURKE and FREEMAN, specially concurring; THEIS and GARMAN, dissenting.)
