A new "sheltered market" system has been created to help businesses in industries suffering from systematic discrimination vie for lucrative state government contracts.

The Office of the Treasurer adopted new amendments revising the Office's procurement policies.

The Illinois Service Contract Act is amended to expand the category of things that service contacts may be provided for.

In an effort to meet the state's goal of promoting veteran-owned small businesses (VOSB) and service-disabled veteran-owned small businesses (SDVOSB), the Department of Central Management Services (CMS) adopted a new section to the administrative code giving preference to such businesses in the state's procurement process. 44 Ill. Adm. Code 20 (eff. Dec. 5, 2013).

The Prevailing Wage Act has been amended to extend the period that contractors and subcontractors participating in public works are required to make and retain records for all workers employed by them in their public works projects.

Effective April 19, 2013, the Chief Procurement Officer (the "CPO") for the Illinois Department of Transportation (the "Department") amended the Illinois government procurement and contract provisions, largely in part to accommodate electronic bids ("ebids") by summer 2013. 44 Ill. Adm. Code 6.

Implementing legislative changes to the state's procurement process, the Office of the Auditor General ("OAG") has amended Part 500 of Title 44 of the Illinois Administrative Code.

The State Comptroller Act has been amended to introduce the Minority Contractor Opportunity Initiative (15 ILCS 405/23.9 new).

Illinois lawmakers have enacted the Green Buildings Act, creating environmental construction and design standards for all new state buildings and major renovation projects. 

The Illinois General Assembly amended section 1 of the Public Construction Bond Act to expand the requirements for bonds by contractors for state construction projects. 30 ILCS 550/1.

Illinois lawmakers passed the Substance Abuse Prevention on Public Works Projects Act. 820 ILCS 130/5.5. 

The Capital Development Board (CDB) has added a new part with sixteen new sections to Title 44, Government Contracts, Procurement and Property Management. 44 Ill Adm Code 1030.

On January 26, 2006, the Illinois Appellate Court, First District, affirmed the decision of the Circuit Court of Cook County, holding that a contractually-mandated one-year limitation period did not conflict with the provisions of the Public Construction Bond Act (Act).

On December 13, 2005, the "Contracts" section of the School Code (105 ILCS 5/10-20.21) was amended to better monitor contracts that generate supplementary revenue for school districts. 

The Design-Build Procurement Act was adopted on December 13, 2005, and the guidelines presented in the Act shall be abided by if doing so would be cost-effective and suitable for the particular project at issue.

On August 19, 2005, the Public Building Egress Act (425 ILCS 55/1 et seq) (Act) was amended by adding section 1.5, which addresses access to buildings via stairwell doors.

Part 565 of Title 2 was recently amended to add information on reporting requirements for State appointees under the Illinois Governmental Ethics Act ("Act"). 

In order to be considered a responsible bidder on a construction contract, bidders must now comply with all requirements set forth by Section 5 of the Illinois Procurement Code and must present satisfactory evidence of compliance to the appropriate construction agency. 

Effective June 2004, the Illinois Vehicle Code has been amended to include, among the groups required to obtain a certificate of safety, vehicles of contract carriers transporting employees in the course of their employment on an Illinois highway in a vehicle designed to carry 15 or fewer passengers. 

Effective June 1st, in order to be considered a responsible bidder on a construction contract, a bidder must comply with and present evidence of compliance with certain standards. 

The Illinois Procurement Code was recently amended to prohibit any businesses whose officer, director, partner or managerial agent has been convicted of a felony under the Sarbanes-Oxley Act of 2003.
