Defendant, age 17 at time of offense, negotiated and agreed to 45-year sentence for 1st-degree murder; judge had discretion to accept plead agreement and impose the agreed-upon sentence. Mandatory 25-year firearm enhancement, as applied to Defendant's sentence, did not violate his 8th amendment rights or proportionate penalties clause of Illinois constitution.
