A debate on whether to call an Illinois Constitutional Convention in 2010 will take place during a luncheon Friday, July 11, at the Union League Club of Chicago.

The speakers are Dawn Clark Netsch, emeritus professor at the Northwestern University School of Law and former state comptroller, and Lt. Gov. Patrick Quinn.
