Record failed to contain sufficient evidence to support IJ’s denial of alien’s asylum request based on claim that he would be persecuted on account of his membership in Fatah political party if forced to return to West Bank of Palestine where members of rival Palestinian Islamic Jihad (PIJ) party harassed and beat him during two-year period in unsuccessful effort to have alien join their party. While IJ based denial on claim that alien had failed to link harassment to his membership in Fatah political party, IJ found that alien was generally credible on his claim that members of PIJ threatened and beat him, and IJ overlooked key evidence concerning written threats by PIJ that targeted alien on account of his contrary political views.
