Record contained sufficient evidence to support Bd.’s denial of asylum and withholding of removal applications by alien (native of India), where alien alleged that he was subjected to three arrests by Indian police, who beat him and threatened to kill him based on his association with Sikh political organization. While alien had arguable claim that he suffered past persecution based on his religion and political affiliation, alien failed to establish existence of well-founded fear of future persecution if forced to return to India, where record showed existence of significant positive changes in India regarding treatment given to Sikhs by Indian govt.
