Bd. did not err in denying alien’s 2011 motion to reopen her removal proceedings that had previously resulted in alien’s removal pursuant to alien’s stipulation agreeing to said removal after alien had been convicted in Kansas state court for possession of methamphetamine. Record showed that alien had illegally reentered U.S. three weeks after her 2005 removal and remained in U.S. until 2010 when she was discovered by immigration officials. However, under 8 USC section 1231(a)(5), her illegal reentry permanently barred her from reopening 2005 removal order.
