Record contained sufficient evidence to support issuance of final rule of Federal Motor Carrier Safety Administration (FMCSA) that required most interstate commercial motor vehicles to install electronic logging devices (ELDs) which recorded data relevant to hours of service on said vehicles and indicated whether driver was operating said vehicle beyond maximum daily limit for operating said vehicle. Fact that ELDs could not automatically detect without human input when driver changed between status of driving, being on duty, but not driving, occupying sleeper berth or was off-duty did not serve to invalidate instant rule. Ct. also rejected plaintiffs’ argument that: (1) rule did not do enough to avoid harassment of drivers on issues other than driver impairment and hours of service rules; (2) FMCSA miscalculated cost-benefit analysis of said rule, where FSCSA was not required to perform said analysis, and where FMCSA could properly find that implementation of said rule would save lives; (3) FMCSA failed to provide safeguards to preserve confidentiality of data collected by ELDs; and (4) ELD mandate was tantamount to unconstitutional search and seizure under 4th Amendment.
