Record supported Board’s order denying petitioner’s application for relief from removal, even though petitioner asserted that he would be subject to persecution if forced to return to Jamaica due to his sexual orientation. Record showed that Jamaica rarely enforced anti-sodomy laws for consensual sexual relations, and recent reports showed growing public support for gay rights. Moreover, prior physical attack on petitioner that was arguably based upon his sexual orientation produced only bruises and did not demonstrate state-sanctioned past persecution. Also, other evidence of country’s conditions did not show clear probability of future persecution.
