Physician appealed decision of IDPR indefinitely suspending his license. IDPR's failure to provide give Plaintiff opportunity to make oral statement and present relevant documents during informal conference, per Administrative Code, was not denial of constitutional right to due process. IDPR was within its discretion in finding Plaintiff in default based on his failure to produce requested documents, as medical record-release authorizations for documents were valid. (HALL anDd R.E.
