State's Attorney lacks standing to bring a declaratory judgment lawsuit, seeking determination of whether State's Attorney's Office is a "public body" within meaning of FOIA. Attorney General's advisory opinion was nonreviewable, nonbinding, and nonfinal, and thus unenforceable. Thus, no ripe action or controversy existed against Attorney General or person making FOIA request for documents. (STEIGMANN and HARRIS, concurring.)
