Candidates may invoke doctrine of estoppel where Candidate's Guide directed them to the Village Clerk's office to determine the number of signatures required, and candidates actually relied on the Village Clerk's information as to number of signatures. Although letter from Village Clerk contained a disclaimer, the letter provided precise information needed, and candidates believed that Clerk was a veteran and that she knew what she was doing; thus, their reliance on Clerk's letter was reasonable.
