Failure of candidate for trustee of Village of Roselle to file statement of economic interests with Du Page County Clerk was a technical error and did not impair the integrity of electoral process or prevent fair and honest election. (Roselle is located in both Du Page and Cook Counties, and Village's principal office is located in Du Page County.) Village's Electoral Board properly found that candidate substantially complied with Election Code and Ethics Act, and properly ordered that candidate's name appear on ballot. Candidate provided sufficient disclosure by filing with her nomination papers a receipt indicating that her statement had been timely filed with Cook County Clerk, a county in which Roselle is located.
