Nursing center facilities filed court action for judicial review of decision of Illinois Health Facilities and Services Review Board to approve proposal of competitor construct 24-bed long-term-care nursing facility. Court cannot undertake judicial review of Board's decision without a reasoned explanation by the Board, complete with "finding and conclusions." "Substantial compliance" is not sufficient for purposes of judicial review, as the grounds of the administrative decision must be adequately sustained. (POPE and HOLDER WHITE, concurring.)
