Court entered order authorizing involuntary administration of psychotropic medication. Because Respondent was not given written notice about medications in Polish, which is the language she understands, State failed to establish that Respondent lacked capacity to make reasoned decision about whether to take medication. Receiving verbal notice via translation of written notice is immaterial, as Mental Health Code, which mandates that written notice be given in a language the respondent understands, requires strict compliance. (ZENOFF and BIRKETT, concurring.)
