(Court opinion corrected 2/19/14.) Candidate for State Representative failed to file statement of economic interests with Secretary of State, and court affirmed Board of Election's decision sustaining objections to her nominating papers. Candidate filed a Local Form, rather than the official economic interests form, in the Cook County Clerk's office, rather than with the Secretary of State. Election Code is mandatory and unambiguous as to filing of statement of economic interests, and substantial compliance is not allowed; instead, failure to properly file statement renders nominating papers invalid.
