Plaintiff, a Ph.D candidate, filed complaint for injunctive relief to halt ongoing University investigation into his alleged research misconduct. Court lacks jurisdiction over Complaint, as it is a "present claim" against the State, over which Court of Claims has jurisdiction. State has sovereign immunity over claim which seeks to control State's authorized action. Sovereign immunity applies to both tort and contract actions against State colleges and universities.
