Collective bargaining agreement between state employer and Teamsters failed to safeguard right of nonassociation under Section 6(g) of Illinois Public Labor Relations Act, which allows public employees who desire nonassociation with a union based on bona fide religious tenet or teachings of church or religious body of which such employees are members to pay amount equal to their fair share dues to a nonreligious charity instead of to union. Union failed to respond to employee's e-mail explaining that he did not wish to join union based on his Christian beliefs and wanted to donate his union dues amount to a nonreligious charity, and union instead took receipt of employee's fair-share dues and did not place them in escrow.(KNECHT and HOLDER WHITE, concurring.)
