Plaintiff sent Illinois Department of Financial and Professional Regulation a FOIA request for documents, which denied the request. Plaintiff then filed a complaint, naming several individual state officials as Defendants. Dismissal of complaint was proper, on basis of failure to name a proper defendant, as Plaintiff named as Defendants only individuals, and not any public body. (HYMAN and MASON, concurring.)
