(Modified upon denial of rehearing 3/31/17.) Union appealed from decision and order of Illinois Labor Relations Board, Local Panel, that upheld 2 general orders issued by Cook County and Cook County Sheriff. "Gang Order" prohibits employees from associating with anyone who is or was in a gang, and requires employees to complete disclosure form about gang affiliations. "Conduct Order"provides that rules for on- and off-duty conduct extend to social media and networking sites. "Gang Order" was a subject of mandatory bargaining. Union fulfilled its obligation to pursue bargaining, but County and County Sheriff failed to notify Union they were willing to bargain before implementing Gang Order, and thus violated Public Labor Relations Act. Maintenance of "Conduct Order" does not violate the Act; and that Order is not overbroad and does not violate the Act. (HARRIS and MIKVA, concurring.)
