Pisani v. City of Springfield

Plaintiffs are city employees and IBEW, suing on behalf of herself and a class of employees participating in IMRF and refrained from taking advantage of a vacation buyback provision in city's coe of ordinances before city council passed and amendment, in 2015, repealing provision. Court properly granted city's motion for summary judgment, and denied Plaintiff's motion for summary judgment, because instead of modifying pension contract, the 2015 amendment changed a vacation day policy, and that change had only incidental, indirect effect on pension benefits, and did not diminish or impair pension benefits.
