(Court opinion corrected 4/27/17.) Plaintiff filed pro se complaint in trial court seeking review of decision issued by Board of Review of Illinois Department of Employment Security (IDES). Plaintiff's untimely filing cannot be excused by his alleged ignorance of requirement that complaint be filed within 35 days after service of a decision by Board of Review. No evidence that Plaintiff made any attempt to serve Board in any fashion within 35-day period. (HALL and REYES, concurring.)
