Bankruptcy trustee filed complaint seeking writ of certiorari. Proceeding before City Procurement Officer (CPO) did not deny due process. Dispute resolution procedure provided that either party could request a meeting to allow (CPO) a better understanding of positions of parties, and allowed parties to submit extensive material in support of its claims. CPO Rule as to deadline to submit request applied to contracts here. CPO did not err in determining that Plaintiff did not establish its compliance with claim notification requirement of dispute resolution procedure as a precondition for judicial review. Decision of CPO denying Plaintiff's request for additional payments under its contracts with city is not clearly erroneous. (REYES and LAMPKIN, concurring.)
