Housing Authority, a public housing authority that receives funding from HUD, terminated Plaintiff's housing choice voucher benefits. As no reasons for termination decision were provided, the termination of benefits does not reflect that it resulted from an exercise of discretion, rendered after a consideration of the relevant circumstances; thus, decision was clearly erroneous.
