ComEd filed petition for approval to construct a microgrid in Bronzeville area of Chicago. Interstate Commerce Commission denied petition to intervene filed by a vendor of distributed energy resources. Vendor's appeal is moot in light of events that occurred after entry of Commission's final order. Approval of microgrid project was time sensitive and, since approval of project, significant progress was made in developing the microgrid. Commission approved procurement of distributed energy resources from 3rd-party vendors, and that procurement has already largely taken place. Exception to mootness doctrine does not apply.
